Here's a rundown of what to expect when you purchasing VIXX OFFICIAL FANCLUB MEMBERSHIP:
Jelpi usually announce VIXX OFFICIAL FANCLUB MEMBER RECRUITMENT details on Twitter @RealVIXX , or VIXX official fancafe around December to January
The recruitment period lasts about 3-4 weeks, which means you have 3-4 weeks time to make purchase of the membership online. There's no limit of how many people can join.
During the purchase, you're required to enter your DAUM ID (for staff to track down your fancafe account and grant you ST★RLIGHT level)
After the recruitment period is over, Jelpi will announce details about first round of level up. It usually takes a month time to be done
During this period, if you fits all requirements (ie. enter correct DAUM ID while purchase, fancafe nickname follows the rules, fancafe settings are done correctly) you should see your fancafe level up to ST★RLIGHT
However, if any of the above requirement is missing or has mistake, you will not get level up during the first round. All you can do is wait for "EXTRA LEVEL UP PERIOD"
Once the first round of level up has done, Jelpi will announce details about when is "EXTRA LEVEL UP PERIOD" and how to re-apply level up
Re-apply is easy. Usually just go to fancafe and provide your info (e.g. name, birthday, purchanse date, phone number, email...etc) and also attached a screenshot or photo of your purchase
The official fanclub goods will ship out about 2-3 months after you purchased the membership

Feb 8 2018 - Feb 28 2018 - Recruitment (online purchase) Period
Mar 12 2018 - Mar 31 20187 - First Round of Level Up
Mar 29 2018 - April 8 2018 - Extra Level Up Period (re-apply)
June 25 2018 - Started shipping out official goods package (domestic, then overseas)
